Joe Dillard, III, Ph.D.
Joe Dillard, III brings over 30 years of experience leading capital initiatives across architecture, facilities, energy and asset management, and real estate development strategy. His career has been built on the owner side—supporting organizations in making informed decisions about complex projects involving significant financial, operational, and community impact.
His experience includes:
- Owner representation for capital planning and project delivery
- Leadership of large-scale capital improvement initiatives
- Zoning and entitlement strategy
- Public-private development coordination
- Church and institutional campus planning
- Energy and asset management program oversight
Joe’s work spans public agencies, faith-based organizations, institutional clients, and mission-driven development efforts.Through a career that bridges design, operations, finance considerations, and development strategy, Joe provides clients with independent, cross-disciplinary judgment focused on risk reduction, decision clarity, and long-term performance.
Joe holds a PhD with research focused on the impact of zoning and land-use policy on pathways to homeownership and community development. This research informs DMS’s advisory work by helping organizations understand how regulatory environments, entitlement strategy, and policy conditions influence project feasibility and long-term community outcomes.
As part of its long-term growth, Dillard Management Solutions is advancing selective development initiatives focused on small-scale, mission-aligned projects that expand attainable housing opportunities and activate underutilized land.
Current advisory engagements and feasibility work are laying the foundation for these Phase II development efforts in the near future.
